Minutes of the meeting of the POLICY COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover, on Tuesday 2nd October 2007 at 6.00pm.

308. DECLARATIONS OF INTEREST
Councillor D Hannent declared a personal interest in item 6 (Blackfish Academy).
309. MINUTES
The Committee considered the Minutes of the meeting held on 30th July 2007.
Subject to the amendment to minute 200 entitled “Portsmen”, so that the Resolve to recommend reads: “That the Council adopt the award of Portsmen, a full report for discussion to be prepared by Councillor Mrs Lyn Young, for discussion at the next Full Town Council meeting.
RESOLVED: That the Minutes of the meeting held on 30th July 2007 be approved as a correct record and signed by the Chairman.
310. COMMITTEE BUDGET
The Committee noted the latest draft out-turn against the Committee’s 2007/8 budget.
The Committee considered its budget for the 2007/8 municipal year
RESOLVED: a) That the latest draft outturn be noted;
b) That all Chairmen will hold a budget meeting, to be scheduled between 15-29 October and that the proposed budget be brought by the Chairman for discussion at the next meeting of the Committee.
311. FAIR TRADE
The Committee noted urgent decision number UD07/08-057 regarding purchase of Fair Trade Promotional items.
The Committee discussed the current situation regarding Fair Trade.
312. SPECIAL COMMUNITY PROJECTS
The Committee noted the Project Development Officer’s Memorandum dated 11th September 2007 regarding transfer of Ray Warner films to DVD.
The Committee considered the Project Development Officer’s report dated 27th September 2007 regarding transfer of oral history tapes to digital media.
The Committee noted the Project Development Officer’s report dated 10th September 2007 regarding Blackfish Academy.
RESOLVED: That the Project Development Officer arrange a meeting with Jon Iveson, Museum Curator, to finalise this matter, to include a licence to the Town Council, “in perpetuity”, and to provide a report regarding transfer of Ray Warner Films to DVD to the next meeting of the Committee;
RESOLVED TO RECOMMEND: a) That an agreement, in principle, to grant the Museum the sum of £2,690 to digitize the collection of WWII oral history recordings, subject to the receipt in writing, of an undertaking that a full copy of the tapes and perpetual licence to use them for community purposes be granted should the Museum be unable to continue in its present form. The cost to be met from the Special Community Projects budget provision 2007/8.
b) That Blackfish Academy be granted the sum of £4214.70 to Blackfish Academy to assist with the costs of their production of Scrooge to encourage young people to become involved in the arts. The cost to be met from the Special Community Projects budget provision 2007/8.
313. PUBLIC/MEDIA RELATIONS
The Committee considered the Deputy Town Clerk’s report of 27th September 2007 concerning the provision of banners for the Town Council and its Festival of Dover 2008 project.
The Committee considered the Deputy Town Clerk’s report of 27th September 2007 concerning the out-sourcing of the Town Council magazine – the Carrier.
The Committee considered the Deputy Town Clerk’s report of 27th September 2007 concerning the cost of the inclusion of the carrier as an e-newsletter in the new Town Council Website.
The Committee considered the Deputy Town Clerk’s report of 27th September 2007 concerning Town Council advertising on the Festival of Dover 2008 calendar.
RESOLVED: a) That the Deputy Town Clerk obtain samples of the vinyl and rivets used for such banners to be presented to the next meeting of the Committee;
b) That the Town Clerk be asked to report with more detailed costings for the out-sourcing of the Town Council newsletter, to the next meeting of the Committee;
c) That MT Studios be instructed to include a facility for an e-newsletter in the new Town Council website, the cost of £250 to be met from the media budget provision 2007/8;
d) That MT Studios be instructed to create a website www.festivalofdover2008.co.uk to be linked to the new Town Council website, to include an e-newsletter facility plus a calendar giving details and dates of events, together with hyperlinks to other organisations’ websites. The cost of £950 to be met from the media budget provision 2007/8.
314. NEIGHBOURHOOD WATCH SCHEMES
The Committee considered the Town Council’s resolution at its meeting of 26th September 2007 – Minute 297 b). That the Council Instruct its Policy Committee to engage with the neighbourhood watch scheme with a view to providing the metal signs for each new group within the Town Council’s area.
RESOLVED: a) That the matter is more appropriately to be dealt with by the Town and Environment Committee and should be addressed at that Committee’s next meeting;
b) That the principal of financing the supply of the signs be adopted, but only implemented in cases of financial need.
