Minutes of the meeting of the TOWN & ENVIRONMENT COMMITTEE held on Tuesday 4th March 2008 at 6.00pm in the Town Council Offices, Maison Dieu House, Biggin Street, Dover.

678. DECLARATIONS OF INTEREST
Members present made no declarations of either personal or prejudicial interest.
679. MINUTES
RESOLVED: That the minutes of the meeting of the Town and Environment Committee held on the 5th February 2008 and the Minutes of the Extraordinary Town and Environment Committee meeting held on the 13th February 2008, be approved as correct records and signed by the Chairman.
680. BUDGET
The Committee noted the latest out-turn against the Committee’s 2007/08 budget.
681. CASTLE STREET FLOWERS
The Committee considered Castle Street Area Society’s letter of the 1st February 2008 requesting a grant for the Castle Street Flowers.
RESOLVED: That a grant of £500 be given to Castle Street Area Society towards the Castle Street Flowers, costs to be met from the Horticultural provision in the Committee’s 2007 / 08 budget.
682. RIVER DOUR
The Committee noted the Dover Society’s letter of the 15th February 2008 regarding their voluntary project team, assisting in the Charlton Green area of the River Dour Project.
The Committee noted the notes of a meeting held with the Police Architectural Liaison Group on the 19th February 2008 concerning the improvements to the Charlton Green area of the River Dour.
683. FESTIVAL OF DOVER 2008
The Committee noted an oral report from the Chairman of the Steering Group with the progress to date of the Festival of Dover 2008 and the notes of the Festival of Dover Steering Group meeting held on the 7th February 2008.
RESOLVED: A) That the Town Council organise a Horticultural / Gardening weekend event, to be held on the 16th & 17th August 2008, at a cost of up to £15,000, the costs to be met from the Festival of Dover 2008 provision in the Committee’s 2008 / 09 budget;
B) That investigations be made to acquire a licence for a beer tent to be included in the above event.
684. FESTIVE LIGHTS
The Committee noted the Technical Support Officer’s report regarding the quantity of bulbs held for the Town Council Christmas tree.
The Committee considered an oral report from Councillor D J Lloyd regarding the quantity of festoon lighting for 2008.
RESOLVED: That, up to £1200 be set aside to purchase an additional 200 metres of festoon lighting and possible LED Lights for Christmas 2008, the costs to be met from the Festival Lights provision in the Committee’s 2007 / 08 or 2008 / 09 budget.
685. DOVER DISTRICT PLAY PARTNERSHIP
The Committee noted Dover District Council’s e-mail of the 11th February 2008 regarding minutes of a meeting held on the 21st November 2007 for the Dover District Play Partnership Scheme.
686. TIR MANAGEMENT SYSTEM / BUCKLAND ESTATE
The Committee noted Councillor N Collor’s e-mail of the 1st March 2008 (circulated) regarding information to date of the situation concerning vehicle navigation aids.
687. ALLOTMENTS AND GRAZING LAND
The Committee noted the notes of the Maxton tenants meeting held on the 25th February 2008 regarding the situation to date, of the Maxton Allotments Regeneration Project.
The Committee noted the Technical Support Officer’s report of the 21st February 2008 regarding rental charges for the Whinless Down and Astley Avenue Allotments for the 2008 / 09 Financial Year.
The Committee considered the Special Responsibility Member’s report (circulated) regarding Allotments and Grazing Land.
The Committee considered the Technical Support Officer’s reports of the 22nd January 2008 and the 26th February 2008 regarding quotations received for maintenance and fencing works at the Goschen Road and Northbourne Avenue Allotment sites and the forthcoming lease between the Municipal Charities and Dover Town Council for the Westbury Road Allotment site.
The Committee considered a member of the public’s letter of the 25th February 2008 regarding security at Brookfield Avenue, Dover, adjoining to the Pretoria Allotment site, Green Lane, Dover.
RESOLVED: A) That up to £3500 be set aside to obtain 4 additional sections of palisade fencing to be supplied and erected to existing palisade fencing at the Prospect Place Allotment site, adjoining at entrance line and to secure the top section of the site, either moving existing chainlink fencing or obtaining additional panels of chainlink fencing, fencing to be obtained by original contractors that installed existing fencing, costs to be met from the Statutory Allotment provision in the Committee’s 2007 / 08 budget;
B) That due to insufficient funds being available for the Northbourne Avenue / Goschen Road Allotment maintenance / fencing project within the 2007 / 08 Financial Year, the Committee has decided to withdraw the plans;
C) That, for safety reasons until this project commences in the future, the tenants on Northbourne Avenue be requested to move their working plot 10% away from the bank area, at the rear of the site;
D) That the Committee authorise the Proper Officer in consultation with the Chairman of the Committee to agree a sum with KCC Legal Services for the implementation of the lease, costs to be met from the Statutory Allotment provision in the Committee’s 2007 / 08 or 2008 / 09 budget;
E) That the member of the public’s letter be passed to the members of the Committee holding special responsibilities for Allotments to consider.
