Minutes of the meeting of the PLANNING COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover, on Wednesday 5th March 2008 at 6.00pm.

688. DECLARATIONS OF INTEREST
Councillor C Precious declared a personal interest in item 14, Aycliffe School as he is a Governor.
689. MINUTES
RESOLVED: That the Minutes of the meeting of the Committee held on 6th February 2008 be approved as a correct record and signed by the Chairman.
690. COMMITTEE BUDGET
The Committee considered the latest out-turn against the Committee’s 2007/08 budget.
691. PIPKIN
The Committee considered the PIPKIN Guidance document for 2009-2010 in accordance with minute no. 610.
RESOLVED: a) That the report prepared by Councillor Precious be sent to all Committee members with their copy of the council weekly bulletin.
b) That Councillor Precious, with the assistance of the Deputy Town Clerk, complete the website questionnaire and nominate Crabble junction as the Committee’s project.
692. KENT HIGHWAY SERVICES
The Committee noted Kent Highway Services’ information sheets “Improving Travelling in Kent” dated 3rd February 2008, 10th February 2008 and 17th February 2008.
The Committee noted Kent Highway Services’ Traffic Orders Public Notice dated 3rd February 2008.

The Committee noted various emails received from the A20 Action Group.
694. NAMING OF ACCESS ROAD
The Committee considered Dover District Council’s letter of 8th February 2008 regarding the naming of the access road to Samphire Hoe, Samphire Road.
695. KENT MINERALS DEVELOPMENT FRAMEWORK
The Committee noted Kent County Council’s letter of 14th February 2008 regarding the withdrawal of submitted Kent Minerals Development Framework Submitted Development Plan Documents (DPDs) together with the Government Direction letter of 24th January 2008.

702. PLANNING INFORMATION DAY
The Committee considered attending the Kent Association of Local Councils’ Planning Information Day on 15th March 2008 at Lenham Community Centre.
RESOLVED: That Councillors N Rix, C Precious, Mrs V Philpott and Mrs S Amos attend the KALC planning day on 15th March at a cost of £220.00 plus VAT, the cost to be met from the Committee’s 2007/8 training budget provision.
703. VALIDATON OF PLANNING APPLICATIONS
The Committee considered Councillor N Rix’s oral report in accordance with Minute No. 619 regarding Dover District Council’s introduction of new standard electronic applications forms for all applications for permission or consent made under the Town and Country Planning Acts.
RESOLVED: That a letter be written to Dover District Council with Councillor Rix’s observations on the difficulties of using the new system.
704. SUPPLEMENTARY PLANNING DOCUMENT - DRAFT FOR PUBLIC PARTICIPATION
The Committee noted an oral report from Councillor Mrs S Jones regarding Dover District Council’s document “Development Contributions – Supplementary Planning Document – Draft for Public Participation”.
705. LATE PLANNING APPLICATIONS
The Committee viewed 2 applications for planning consent and 1 Tree Work in Conservation Area received by the Town Council after the summons and agenda for the meeting had been issued. It was agreed that the Deputy Town Clerk should respond to Dover District Council under delegated powers in Standing Order 67 in consultation with the Committee Chairman.
