Minutes of the meeting of the PLANNING COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover, on Wednesday 6th February 2008 at 6.00pm.

Mr J Woolford was also in attendance on behalf of the Dover Society and, with the permission of the Committee, spoke on all items.
606. DECLARATIONS OF INTEREST
All Councillors declared a personal and prejudicial interest in Agenda Item 16 application no. DOV/07/00081 as it was a Town Council application.
Councillor Mrs G A Amos declared a personal interest in Agenda Item 12 application no. DOV/08/00018 as she lives next door to the application.
607. MINUTES
The Committee considered the Minutes of the meeting of the Committee held on 9th January 2008.
RESOLVED: That the Minutes of the meeting of the Committee held on 9th January 2008 be approved as a correct record and signed by the Chairman.
608. COMMITTEE BUDGET
The Committee noted the latest out-turns against the Committee’s 2007/08 budget.
609. CAR PARKING
The Committee noted Dover District Council’s Parking Services Manager’s letter of 15th January 2008 in response to the Chairman’s letter of 14th December 2007 regarding Dover District Council (Off Street Parking Places) Order 2008 and Kent County Council (Various Roads, Dover District) (Waiting Restrictions and Street Parking Places) (No. 7) Order 2007.
610. PIPKIN
The Committee considered the PIPKIN guidance document for 2009-2010.
RESOLVED: That this item be placed on the next Planning Committee meeting on 5th March 2008 in order to give the members more time to study the document.
611. HIGHWAYS AGENCY
The Committee noted the Highways Agency’s information brochure “Road Improvements in Dover – A20”.
612. KENT HIGHWAY SERVICES
The Committee noted Kent Highway Services’ information sheets “Improving Travelling in Kent” dated 6th January 2008, 13th January 2008, 20th January 2008 and 27th January 2008.
The Committee noted Kent Highway Services’ Public Notice dated 6th January 2008 relating to Shakespeare Road.
The Committee noted Kent Highway Services’ newsletter “Kent Highway Services – News” dated January 2008.
613. A20 RESURFACING WORKS
The Committee noted the various emails received from the A20 Action Group.
614. KENT COUNTY COUNCIL DRAFT PERMIT SCHEME
Councillor C Precious gave a verbal summary of Kent County Council’s document “Kent County Council Permit Scheme”.
The Committee considered and noted Kent County Council’s letter of 22nd January 2008 regarding Kent County Council’s draft permit scheme together with the document “Kent County Council Permit Scheme”.

619. VALIDATION OF PLANNING APPLICATIONS
The Committee considered Dover District Council’s letter of 23rd January 2008 relating to the introduction of new standard electronic applications forms for all applications for permission or consent made under the Town and Country Planning Acts.
RESOLVED: That Councillor N T Rix respond to Dover District Council’s letter of 23rd January 2008 relating to the introduction of new standard electronic applications forms for all applications for permission or consent made under the Town and Country Planning Acts, after studying the forms on Dover District Council’s web site, and report back to the Committee at the next meeting.

The Committee viewed applications for planning consent received by the Town Council after the summons and agenda for the meeting had been issued. It was agreed that the Deputy Town Clerk should respond to Dover District Council under delegated powers in Standing Order 67 in consultation with the Committee Chairman.
