Minutes of the meeting of the PLANNING COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover, on Wednesday 9th January 2008 at 6.00pm.

Mr J Woolford was also in attendance on behalf of the Dover Society and, with the permission of the Committee, spoke on all items.


528. DECLARATIONS OF INTEREST

All Councillors declared a personal and prejudicial interest in Agenda Item 10 application nos. DOV/07/01364 as it was a Town Council application.


529. MINUTES

The Committee considered the Minutes of the meeting of the Committee held on 11th December 2007.

RESOLVED: That the Minutes of the meeting of the Committee held on 20th November 2007 be approved as a correct record and signed by the Chairman.


530. COMMITTEE BUDGET

The Committee noted the latest out-turns against the Committee’s 2007/08 budget.


531. ORDER OF BUSINESS

RESOLVED: That in accordance with Standing Order 20D the order of business be changed to enable decisions concerning matters under agenda item 17 to be resolved following item 4 of the agenda.



532. LATE PLANNING APPLICATIONS

The Chairman welcomed members of the public to the meeting and invited them to give their views on amended planning application no. DOV/07/00975.

The Committee viewed amended and applications for planning consent received by the Town Council after the summons and agenda for the meeting had been issued. It was agreed that the Town Clerk should respond to Dover District Council under delegated powers in Standing Order 67 in consultation with the Committee Chairman. The views of the Committee were, however, as follows:-

Proposal: Change of use and conversion to a maisonette and one studio flat and erection of two storey rear extension together with installation of exterior staircase to front basement area.

Comments No objections.

Application No: DOV/07/01495
Proposal: Erection of six non-illuminated hoardings.
York Street Roundabout, Dover. (TR 314:412)
Comments: The Town Council object to this application because of the density of information for the driver to assimilate whilst approaching the roundabout.

Proposal: Change of use and conversion of basement to self contained flat.
37 Beaconsfield Avenue, Dover. (TR 313:424)
Comments: Whilst not objecting in principal the Town Council is concerned about natural light to the kitchen area and would like to see use of light tunnels, for example, or some other means of obtaining natural light.

Proposal: Erection of decking to existing roof terrace.

Comments: No objections.

Amended Planning Applications

Application No: DOV/07/00975
Proposal: Erection of residential building comprising of 7 two bedroom flats and 4 one bedroom flats and provision of associated parking (existing dwelling to be demolished) (Amended details).
12 Park Avenue, Dover. (TR 316:421)
Comments: The Town Council objects to the increased scale and mass of the development as it considers this would have a detrimental visual impact from all elevations and is not in keeping with the neighbouring properties.


533. A20 RESURFACING WORKS

The Committee noted Dover District Council’s email of 5th December 2007, together with attachments, regarding the A20 resurfacing works.

534. HIGHWAYS AGENCY

The Committee noted InterRoute’s letter received on 20th December 2007 regarding the A2 East Cliff Bridge maintenance work.

535. KENT HIGHWAY SERVICES

The Committee noted Kent Highway Services’ information sheets “Improving Travelling in Kent” dated 2nd December 2007, 9th December 2007, 16th December 2007 and 30th December 2007.

The Committee noted Kent Highway Services’ Public Notice dated 23rd December 2007 relating to Shakespeare Road, Dover.


536. CAR PARKING

The Committee noted the Chairman’s letter of 14th December 2007 to Dover District Council’s Parking Services in accordance with minute no. 485, together with the Parking Services’ letter of response dated 20th December 2007.

Proposal: Erection of detached building incorporating four dwellings and six flats, alterations to existing vehicular access and associated car parking and refuse facilities.

Comments: The Committee did not object to the development in principal but consider that the site should be used for family housing and not flats. The Committee also expressed concerns on the implications on drainage.

The Committee noted Kent County Council’s notice of intended sale relating to land at Folkestone Road, Aycliff, Dover.
