Minutes of a meeting of the TOURISM, TWINNING & CIVIC FUNCTIONS COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover on Tuesday 16th October 2007 at 6.00pm.

341. DECLARATIONS OF INTEREST
Councillor Mrs V Philpott made a declaration of personal interest in item 5 on the Agenda as she is Chairman of the Festival of Dover 2008 Steering Group.
342. MINUTES
RESOLVED: That the Minutes of the meeting of the Committee held on 13th September 2007 be approved as a correct record and signed by the Chairman.
343. COMMITTEE BUDGET
The Committee noted the latest out-turn against the Committee’s 2007/08 budget.
The Committee considered and noted the Committee’s updated draft budget for the 2008/09 Municipal Year.
344. TOURISM
The Committee received a presentation from Councillor Mrs V Philpott, Chairman of the Festival of Dover 2008 Steering Group, including Councillor Philpott’s report concerning a request for sponsorship for a kite flying event during the Festival.
To discuss and exchange information regarding Tourism in Dover.
RESOLVED: That the Town Council sponsor the Kite Flying event detailed in Councillor Mrs Philpott’s report at the Festival of Dover 2008 up to a maximum of £800 to be met from the Town Entertainment provision in the Committee’s 2008/09 budget.
345. TOWN COUNCIL LINKS
The Committee considered the current position regarding links with Calais, Split & Zeebrugge and noted that there, at present, there was nothing to report.
346. DOVER/CALAIS FESTIVAL OF SPORT
The Committee considered the current position regarding the provision of medals for future Dover/Calais Festivals of Sport. The Committee noted that, at the date of the meeting, no reply had been received to its letter to the Ville de Calais but agreed that Dover Town Council would provide the medals during the 2008 Dover/Calais Festival of Sport to celebrate the Festival of Dover 2008.
347. REMEMBRANCE SUNDAY COMMEMORATIONS – 11 NOVEMBER 2007
The Committee considered preparations for the Town Council’s Remembrance Sunday Commemorations on Sunday 11th November 2007 (handed out at the meeting). The Committee agreed that the invitation letters should be sent out as in previous years. The Committee also agreed that because of the short space of time between the Committee’s next meeting and the event that any decisions regarding purchase orders to cover the event would be made by the Town Clerk as an urgent decision in consultation with the Chairman.
RESOLVED: a) That a purchase order be sent to Mr N Flynn for the erection and dismantling of the Town Council marquee tent at the Remembrance Sunday Commemorations on Sunday 11 November 2007, the cost of £60 to be met from the Remembrance Sunday provision in the Committee’s 2007/08 budget;
b) That That a purchase order be sent to Mandy’s Catering Services for the provision of refreshments at the Remembrance Sunday Commemorations on Sunday 11 November 2007, the cost of £15 to be met from the Remembrance Sunday provision in the Committee’s 2007/08 budget.
348. ST. GEORGE’S DAY/ZEEBRUGGE RAID COMMEMORATIONS 2008
The Committee considered preparations for the Town Council’s St. George’s Day/Zeebrugge Raid Commemorations on 23rd April 2008, which will be the 90th Anniversary of the Raid on Zeebrugge. The Committee considered its list of preferred VIP’s to be invited to the 2008 Commemorations and agreed that the list of Associations & Organisations used for the 2007 Commemorations be used for 2008.
The Committee discussed the problem of the public walking through the assembled parade in front of the Town Hall and it was suggested that maybe stewards could be available to shepherd the public not taking part in the parade/commemorations away from the assembled members of the parade. It also agreed that a letter be sent to Kent Police to ask if, along with road closures, whether the paths could be closed during the commemorations to prevent this occurring.
RESOLVED: a) That the Chairman + 4 members of the Feestcomité, The Alderman of Zeebrugge, the Bergomaster of Brugge, Mr JM de Plancke, the Belgian Ambassador, the Earl of Guilford, the Lord Warden of the Cinque Ports, Mr G Prosser MP and the Deputy Constable of Dover Castle be invited as VIP’s to the Town Council’s 2008 St. George’s Day/Zeebrugge Raid Commemorations;
b) That the list of Associations & Organisations used for the 2007 Commemorations be used for 2008 St. George’s Day/Zeebrugge Raid Commemorations;
c) That a letter be sent to Kent Police to ask if, along with road closures, whether the paths could be closed during the commemorations to prevent member of the public not taking part in the parade/commemorations walking through the assembled parade.
349. WORLD ARCHERY 2007 PROJECT
The Committee considered and noted the Project Development Officer’s report concerning the outcome of the World Archery Championships 2007 debrief meeting. The Chairman and Committee expressed its deep concern that no member of the Committee was invited to attend the debrief meetings although this has been requested on several occasions.
350. BLERIOT CENTENARY 2009
The Committee considered the current position regarding the preparations for the celebration of the anniversary of Bleriot’s flight in 1909 and noted Dover District Council’s letter of 1st October 2007.
351. HMS KENT
The Committee considered and noted Commander C Waters’ letter of 20th September 2007 concerning HMS Kent’s planned visit to Dover in November 2007.
352. CONFEDERATION OF THE CINQUE PORTS LEAFLET
The Committee considered the Town Clerk’s report of 11th October 2007 concerning the Town Council’s contribution to the reprinting of the Cinque Ports Leaflet, which was discussed at the Confederations Standing Joint Committee meeting held on 21st May 2007. The Committee agreed that this should be done as it had been done in previous years and the leaflet was interesting and informative.
RESOLVED: That the Town Council contribute to the update and reprinting of the Cinque Ports leaflet, the cost of £300 to be met from the Other Links/Functions provision in 2007/08 budget.
353. BEACH VOLLEYBALL
The Committee considered Mr A Cooper’s letter of 22nd September 2007 concerning the possibility of building a beach volleyball court in Dover, together with Dover Harbour Board’s reply to Mr Cooper of 27th September 2007.
RESOLVED TO RECOMMEND: That the Town Council consider Mr A Cooper’s letter of 22nd September 2007 and Dover Harbour Board’s reply of 27th September 2007 concerning the proposed provision of a Beach Volleyball court on Dover seafront.
