DOVER TOWN COUNCIL


Minutes of the meeting of the POLICY COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover, on Tuesday 27th November 2007 at 6.00pm.

Councillor Mrs Ronnie Philpott was also in attendance, and with the Chairman’s permission spoke on several items.

Apologies for absence were received from Councillor Mrs Sue Jones


473. DECLARATIONS OF INTEREST

Councillor D Hannent and Councillor P Verrill declared a personal interest in item 8 (Dover Rugby Football Club).


474. MINUTES

The Committee considered the Minutes of the meeting held on 30th October 2007.

RESOLVED: That the Minutes of the meeting held on 30th October 2007 be approved as a correct record and signed by the Chairman.


475. COMMITTEE BUDGET

The Committee noted the latest draft out-turn against the Committee’s 2007/8 budget.

The Committee considered its budget for the 2007/8 municipal year

RESOLVED: a) That the latest draft outturn be noted;

b) That the Chairman’s report concerning the budget for the 2007/8 municipal year be noted.



476. FAIR TRADE

The Committee considered an oral report from Councillor D Hannent concerning the Fair Trade meeting held on 6th November 2007, which confirmed that Fair Trade would take part in the Christmas Cheer event, and would provide its own manpower and tent. He also advised that there would be a two-week Fair Trade event in February, after which further efforts would be made to obtain Fair Trade recognition for Dover.


477. PUBLIC/MEDIA RELATIONS

The Committee considered the wording and format for the street banner and for the tent banner.

The Committee considered the Town Clerk’s report, dated 21st November 2007, concerning the Town Council newsletter.

The Committee considered the chairman’s report, dated 21st November 2007, concerning Town and Environment Committee’s minute number 429 b);

RESOLVED: a) That the wording and format would include both the Town Council Logo and that of the Festival of Dover 2008 and that the Chairman approve the final proof;

b) (i) That the Newsletter be of A5 size;

(ii) That the Media Committee plus the Town Clerk meet to decide format, content and associated matters;

(iii) That the Newsletter carry advertising;

(iv) That a single issue be produced, in the first instance, and that this be in March 2008;

(v) That £2,700 be allocated for the Newsletter’s production, from the Policy Committee’s Publicity Budget;

(vi) That 15,000 copies be produced;

(vii) That the Town Clerk investigate whether potential suppliers could undertake the layout, printing, distribution and obtaining advertising;

(viii) That the Media Committee take responsibility for Editorial control and for ensuring that copy is received.


478. DOVER RUGBY FOOTBALL CLUB

The Committee considered the letter dated 17 October, from Mr R Catt, Chairman, Dover Rugby Football Club, concerning a funding request.

RESOLVED: That the sum of £4,800 be granted to the Dover Rugby Football Club towards the purchase of moveable lighting (generator run), the money to come from the Special Community Project budget.

Councillor D Hannent and Councillor P Verrill abstained from voting, having previously declared a personal interest.


479. POLICE WORKING GROUP

The Committee considered the Chairman’s oral report concerning the setting up of a Working Group, to co-operate with the Police.

RESOLVED: a) That the Committee set up a working group for co-operation with the police;

b) That all Councillors be invited to the ensuing open meetings;

c) That this matter be brought to a Full Town Council meeting, in order that a representative from each Committee be invited to join the working group
