Minutes of the meeting of the PLANNING COMMITTEE held at the Council Offices, Maison Dieu House, Biggin Street, Dover, on Wednesday 3rd October 2007 at 6.00pm.

315. DECLARATIONS OF INTEREST

Councillor N T Rix declared a personal interest in Agenda Item 8 application nos. DOV/07/00896 as he knew the applicant.


316. MINUTES

The Committee considered the Minutes of the meeting of the Committee held on 5th September 2007.

RESOLVED: That the Minutes of the meeting of the Committee held on 5th September 2007 be approved as a correct record and signed by the Chairman.


317. COMMITTEE BUDGETS 2008/09

The Committee considered the Committee’s draft budget for 2008/09.

RESOLVED: That the Committee’s 2008/09 draft budget remains the same as 2007/08.


318. A2 LYDDEN

The Committee noted InterRoute’s letter of 20th August 2007 regarding new feeder pillar and cabling works on the A2 Lydden.

319. LOCAL DEVELOPMENT FRAMEWORK

The Committee noted Dover District Council’s email of 13th September 2007 regarding the adoption of “Delivering Affordable Housing through the Planning System” as a Supplementary Planning Document to Policy HS9 of the Dover District Local Plan (2002) on 3rd September 2007 together with the Supplementary Planning Document.

The Committee considered Dover District Council’s Senior Democratic Support Officer’s letter of 21st September 2007 regarding planning application no. DOV/07/0112, Former Car Sales Site, St Martin’s Yard, Lorne Road, Dover and sending a representative to the site meeting on 9th October 2007.

RESOLVED: That Councillor Mrs S J Jones represent the Committee at the site meeting at the Former Car Sales Site, St Martin’s Yard, Lorne Road, Dover on 9th October 2007.




327. PLANNING APPLICATION NO. DOV/07/00099

The Committee considered attending an appeal hearing on 10th October 2007 regarding planning application no. DOV/07/00099, display of an externally illuminated (‘megaposter’) advertisement, Burlington House, Townwall Street, Dover.

RESOLVED: That Councillor C Precious attend an appeal hearing on behalf of the Committee at Dover Town Council Offices on 10th October 2007 regarding Planning Application No. DOV.07/00099.


328. LATE PLANNING APPLICATIONS

The Committee viewed applications for planning consent received by the Town Council after the summons and agenda for the meeting had been issued. It was agreed that the Deputy Town Clerk should respond to Dover District Council under delegated powers in Standing Order 67 in consultation with the Committee Chairman. The views of the Committee were, however, as follows:
